some people send submissions like a bottle of beer spinning around and thats all or putting a movie in game submission SO STOP THE CRAP i think most people vote zero i hate those crappy submissions if u want it to stop say it on a answer if u think its ok say that to stop making newgrounds crappy let it stop if ur a game maker stop with those crappy submissions

I know how you feel. Sometimes other people like them but I don't and other times they submit them to annoy you. Just give them a 0.

I both agree and disagree, Newgrounds is filled with game developers. Both beginner and skilled developers are publishing their game on this site. I can understand that beginning developers are very proud of their first game they made and want to show it to the rest of the world. So the definition of 'crappy games' is quite broad. However I do think some beginning developers (and sometimes even more skill full developers) just have too low standards and causes them to release unfinished games with bugs or just no gameplay at all like the beer bottle game you mentioned. Which gets annoying after a while.
